My daughter’s Jeep was intermittently exhibiting what feels like a wobble from one or more wheels. It feels mainly like the rears but who knows. It is happening most of the time now. Also, there seems to be a lot of roll resistance. You have to rev it a bit to get it to move at all. Wobble and roll resistance happens in both 2WD and 4WD. Is this death wobble? Is it a matter of checking the suspension and steering parts and replacing the ones that exhibit excessive play?

Those combined symptoms make me think more of a locked up caliper.
That will explain the difficulty getting it rolling, and the heat of constant brake application will warp the rotor explaining the vibration.
Unfortunately, "death wobble" is a catchy phrase that people apply to any vibration since the Internet popularized the term. Just like any lack of, or unintended performance, is characterized as "limp mode".
