Hi All, 
I've got an oddball here. 97 Celica GT 5SFE convertible with a 5 speed
Vehicle towed in from another shop with a P1300 code. .
I lose the CMP signal when the distributor is installed and driven by the starter. 
When I remove the distributor and turn it by hand, I get the signal back.

No IGT signal and no Tach
CKP signal good at ECU

Test conditions:
Distributor unplugged from harness and scope attached to the distributor leads.
When distributor installed, cranked by starter.... No signal
when distributor removed, cranked by hand... Good signal.

check that your wiring is not grounding to distributor,
