Battery tested under load and is good, new starter, new ground wires, new ignition, clean terminals. When I turn the key, all I get is a single click at the solenoid. When I test with my multimeter I get full voltage at the solenoid. When I turn the key, voltage drops to 4 volts in the whole system, even at the battery. Checked with different battery, same thing. Tried jumping with a jump box and another vehicle with no change. I checked the clutch pads behind the pedal and both upper and lower are in good shape. I'm not sure where my issue could be from here.

If you voltage drop on the starter wire and on the solenoids then you might have a locked up motor try turning it on the crankshaft manually
