1995 nissan d21 pickup ka24e 12v 2.4L sohc m/t 104,000 miles 2wd, limp mode???

I cannot get this truck to get out of this limp mode.    if i feather gas pedal ever so gently it will run clean to about 2500 rpm. after that it surges up down up down like a rev limiter, and blow black soot out of tail pipe.   it was my dads truck and he passed away 2015  and it was babied throughout its liferime. so i started a complete refresh on everything because as you know the hardbodies are loved.  ive owned 5 of them and im keeping this one.   new gas tank fuel pump, new timing chain/ head gasket, all gaskets, all new vacuum lines whole motor.  every sensor new, new injectors, new battery wires new grounds  blah blah blah......now before anyone asks let me stop ya here.......it was acting up with the same symptoms before i did all the work. 12% btd timing . HELP PLEASE  !!!!!!!!!!!!!!!

Did you check for vacuum leaks?

Assuming is never a good thing.

all new vacuum lines with dealership giving schematic to follow. good positive crankcase press, excellent vacuum. no intake leaks ev erything new and done clean and correct. im doing the ecu/ecm pins and jumper from comp box to under hood. could be a bad plug on maf/tps/. made all new grounds ..... swirirl valve working/ egr working throttle body all clean, basde gasket, no leaks ..when i put fingers over chamber of throtbody it stalls so no leaks there.

Is this one of the engines where the o2 sensors connectors can accidentally, easily be swapped?
