I recently bought a 2008 Buick Enclave CXL and it has now been down for weeks. Initially I ran through a large puddle of water and automatically lost my speedometer, tach, and fuel gauge. This fuel gauge not working had already been an issue so I knew it was not going to start up if I shut it off, and ended up stuck at Walmart for a hour til my friend came. He wiggled some wires between the oil filter and starter and the gauge bounced around car started and I got it home, next morning nothing though. When I first got the car it had broke down and so I had to change out the starter, alternator, battery, checked and cleaned up all the grounds pretty much, cleaned the entire interior fuse box up, did the plugs, new ignition switch, all fuses and relays checked and replaced. The fuel gauge was not working when i started but after all that it was magically working and it started right up. So this time I am knowing that if the fuel gauge starts working the car will start but i cannot figure it out.
When you put the key to on everything lights up on dash battery gauge works temp gauge works but fuel gauge is on E also before the gauges used to go up and then back down to where they needed to be they do not do that just seem stuck. when you move the key to start the entire dash goes off and there is nothing no click no crank no start. then you move it back to on and the dash lights right back up like nothing. When you plug an obd2 in it just says lost communication. So after running through the water I would soon realize that there was a 1 inch thick puddle of water under the passenger carpet and up behind the passenger dash by the interior fuse box. prior to this stabilitrack light was coming up and traction control off light as well. So I got to looking around and realized that the wires connected to the sensor basically behind the oil filter between it and the starter had been broken completely so i replaced the connector and wiring them in, i replaced the starter ignition switch wire, pulled ignition switch and put it back in, cleaned up all connections in that area that caused the gas gauge to jump including the airbag sensor. which I realize the hoses connected to that situation are not connected or missing. I have checked the alternator, starter, all fuses, relays, connections and they are good. However the interior fuse box has no power to half of it, but not sure if it would without car on. after replacing the connectors i put it all back together and still no fuel gauge no crank no start but dash is lighting up with charging system problem, airbag problem, and antitheft light is on dash at all times. I tried running the ignition switch wire directly to its wire in the fuse box, I have checked the battery and it is good  the dash also says ---% oil life even though i just did the oil ( for the 4th time in just a few months.) lastly the shifter will not move out of park.
I am at the end of my rope and need my car something terrible. so any advice or help would be wonderful.

I think I'd start by addressing the no communication condition and see if you have 60ohms between pins 6 and 14 at the dlc. 

With the KOEO do you see a check engine light?
