I need to know how long till my 02 Jeep Grand Cherokee Laredo 4.7L V8 SOHC goes to sleep when I lock door latches with doors open with hood open. Do I need to lock doors on fob to enter alarm mode?

I've been trying to diag a parasitic drain issue where I'm drawing 5A on battery. I was testing on negative terminal with cable disconnected with meter on series between them. It instantly goes to 5A draw and if I wait 30 seconds it slowly trickles down to 260mA when I believe it's supposed to be below 50mA draw normally.
But it will show 5A draw any time it reconnect with terminal after I let it trickle down.
I've never seen it trickle like this.
Normally it's constant or intermittent, never cascading down on a timer?

But I narrowed most of the draw to Fuse #8 under steering wheel. It goes from 5A to 260mA which is a huge improvement but nowhere near enough being 5x what it should be.

I need to know more about where to find the official ruling on how much draw is acceptable and how long till vehicle goes to sleep with no modules turning on and the appropriate procedures to test draw for this vehicle.

I've been lifting hood, no under hood light, the hood latch is wonky and can't be patched but no hood light.
I open both front doors and latch them with screwdriver, then I wait 40min to test. I'm starting to think it may be longer.
I made sure interior lights are set to off from steering wheel dial switch. I've checked wires from every component I can find on fuse 8 circuit.

I found all the diagrams on here:

40 minutes should be plenty, especially for an older car like that one. I generally wait 30min before doing any checks, the longest recommended wait I've read I think is some Fords taking 45min.
30min, less than 50mA are the two specs I go by on just about any parasitic draw test.

Do you know why the amperage draw is dropping after 30 seconds from 5A to 260A but instantly coming back after letting off for 5 seconds and touching on battery negative terminal again?

Sorry, I don't understand what you're asking here.
The current will step down gradually as the vehicle powers down.
Breaking the circuit and completing it again will restart the process if that's what you're talking about.
