Electrical transmission issue? was created by 1994 Floyd 150

The great Ford E4OD transmission. I believe this to be electrical and need assistance to be pointed in the right direction. 1994 F-150 4.9l E4OD. I lost forward gears after replacing vacuum hoses. There was no previous sign of transmission issues. Fluid and filter had been changed, shifted great, no complaints. Removing the old vacuum lines around back of engine and through the fuel rail and injectors was a pain. I've tried to do some test with no avail. One code 213. Spout connector open or grounded. Also when I remove the relays in engine compartment fuse box I believe there is an issue. So the fuel pump and PCM has twelve volts in the sockets closest to the firewall but I'm also ready current in two other sockets that makes no sense. With the relay pulled one side of the fuel pump relay socket reads .56 volts and the other reads 3 volts. When relays are replaced the fuel pump work and truck starts. New PCM (refurbished) has also been installed. Any help will be very appreciated.

I want to nail down the time line: You changed some vacuum lines, shut the hood and the van doesn't move?
Or you changed some vacuum lines pretty recently and a few hours-days-weeks later the van lost forward mobility?
Those transmissions suck. Ive seen more than one just stop working without warning.
There's 9 wires that go to the transmission, and I think if you unplugged it, it would probably still drive forward and not shift (but I could be wrong about that)

I drove it into the garage and took about 2 hours to change vacuum lines. Then back out of the garage. Put it in drive, and the forward gears did not engage completely. Engine rev and very little forward movement. No blinking overdrive light in the cab on the gear selector. No codes for the transmission the only code I pull is the 213 for open spout connection or ground to spout. I've been checking electrical that's when I noticed the power in the relay sockets that should not be there even with the key on.

If you could illustrate what you are describing with the voltage measurements in the fuse block it would be helpful to determine if there is a problem there or not.
A picture, a video, a highlighted wire diagram, something.
