Hi I've a kia sportage 2.0 diesel 2018,  p0699 and torque monitor implausible. 

P0699 is reference voltage C high , has any one any idea what kia mean by reference C there's no indication as to what reference , cam, crank fuel map etc  I've scoped the cam signal and it's fine, and crank

Car will intermittently loss power on and off and doing a log the fuel pressure does drop off  not following rpm when the power drops ,  no blocked exhaust, boost pressure fine so am thinking fuel pressure issue due to regulator or high pressure pump any thoughts or clues this has a reg on pump and a regulator on the rail which may not be a regulator ? Damper ? Like volvo D5s have
