Thank you very much for helping many people including me online in diagnosing and fixing our cars.
I have a 1995 toyota 4runner which started out with no sparks and of course no running
1)I watched Paul Danner's case study with no sparks/no run vehicle belonged to his son.
2) I tested the negative coil wire (between igniter and coil) and I did see flickering of test light.
3) No engine code was provided by the car.
4) I saw weak sparks coming out of the secondary middle wire of the coil. There was no 1-inch long gap spark at all. Sparks are weak and short gap with the ground
5) coil resistance specs were good
Questions: a) Does that mean my igniter is good because I saw flickering test light?
2) Does that also mean my coil is not good even though it passed the resistance test???
My car engine is still not running
Please help and thank you

It sounds like you performed all the tests needed to prove the ignition coil is the problem.

Is it true that a coil is either working or not working all all? is it all or none condition for a typical coil? My coil is partially working because it is giving weak sparks !
Can a test using a scope be able to tell if a coil is partially working? what do I expect to see in a scope for a partially working coil?
Any recommendations for an under-$100 scope to buy?
Thanks

No, that is not true. That is why it is important to stress test ignition coils.
There have been MANY misfires I have found to be weak ignition coils, particularly on Ford modular V8 engines.
As far as a $100 scope, I don't know if you can get a good set of test leads for $100. Buy an adjustable spark tester instead.
