Ok. I have a 2003 Mitsubishi Lancer OZ Rally. It’s been sitting now for three years as it’s only been recently that I’ve been able to fix her. That said it originally started as a starter issue. So that’s where I started. I replaced it twice before realizing I had no fuel. So I replaced the fuses. Still now fuel pressure. Next was the pump. Same results. I’m at a loss as to where to go next. In my experience there’s noise when the pump kicks on. Is there a fuel shut off that I’m not aware about? I’m completely open on this one. If it’s electrical I’ll need a walkthrough.

Jwils61, we need to be clear about your symptoms before moving forward. Your engine cranks, but doesn't start, is that correct?
You said you have no fuel pressure - How did you check for that?
Could you post a video of the noise the fuel pump makes? Was there fuel in the tank when you replaced the pump?
What fault codes are stored in the engine control module, if any?

My apologies. I have no check engine light. So I do not believe I have codes. Engine cranks with a brand new starter. I don’t believe I have pressure because I do not hear the pump kick on.ill post a vid of what its doing after I reconnect the battery. There’s clicking in the engine bay but idk what it is. I’ve replaced everything from fuses the fuel pump.

Make sure that the battery is fully charged.
You mentioned that you replaced fuses. We need make sure that there is power at/on the fuses. Do you have a test-light, or Volt meter?
To start, make sure that Fuse #15 (15amp) in the engine compartment relay box has battery voltage. Then, Fuse #8 (7.5 amp) on the left end of the dash should have battery voltage when the key is on. Fuel Pump Relay #1 and Relay #2 should both click when the key is turned on.
If relays #1 and #2 function properly then, Relay # 3 (at the right side of the fire wall) should click, too.
If all 3 relays are activated, the fuel pump should run.
That is a quick run-down of the Power side of things. If we find a relay that doesn't click, then we will look into the Ground side.
Try to find all the fuses and relays. Make what checks you can, and let us know what you find.

This is good one to get your feet wet. This fuel pump diagram looks, ridiculously, over-engineered, to me.If it’s electrical I’ll need a walkthrough.
