2005 Range Rover Westminister with BMW M62 V8 4.4L engine no crank/start 

Vehicle had been sitting for 10yrs in climate controlled garage drained of fluids and battery removed. 2 months ago I Decided to get it going but to do work necessary for preventive maintenance first. It has 112,000miles and is in near perfect condition other than the fact that it won’t run. This model is notorious for having timing chain and VANOS issues after 100k miles so that’s where I started When parked 10 yrs ago I was aware I needed brake pads and it had been making a slightly funny noise but was running well with no major issues The following Work was done prior to even attempting to start it:-Full timing job, chains and guides. Cams are aligned, VANOS units professionally rebuilt, turns with ease manually rotating crank pulley. -all reservoirs replaced, all hoses replaced-new power steering pump and water pump-fuel injectors rebuilt, coil overs replaced, new spark plugs-all pulleys and belts replaced-new fuel pump installed and has pressure at rail, new fuel filter-PCV, rear manifold cover with diaphragm all replaced along with breather hoses -oil, cabin, air filters all replaced -front air struts replaced -new battery -all new gaskets and O-rings -new trans cooler -filled with liquid moly oil, Xerex coolant, and genuine power steering fluid per manual.  

*all new parts were genuine or high quality OEMFirst time after the above work completed I attempted to start after refilling fluids and had crank but no start.
In response I replaced fuel pump as it wasn’t priming and seemed like a reasonable culprit of crank no start issue Steering lock then wouldn’t allow key to turn (wouldn’t unlock), but I fixed this by lubricating mechanism in steering column, key now turns and steering unlocks but after I had fixed this issue the no crank at all issue began.
I turn  the key and there’s nothing…no clicks or whirs…just nothing Was able to start car by putting a jumper wire between battery positive and blue wire on starter relay but key will not start it

Hitting Starter didn’t start it either Have scanned with GAP IID tool and icarsoft Land Rover tool and no codes of significance come up although I did see in one module it said starter was “disabled/blocked” but it didn’t throw a code All gears show up correctly on dash. Scanners say immobilizer is working and recognizes key Once started voltage increases to 14V so I assume alternator is functioning. Battery keeps 12.6V when car is offLights work, headlights and interior and dash lights all functioning correctly Key fob locks and unlocks doors with exception of driver door that needs mechanism replaced but central locking button on console works i have inspected TCM and see no evidence of corrosion. After seeing a video where a guy said that if you can get it to start by jumper batt pos to blue wire on starter relay as I did that it must be TCM. Seems foolish to jump to that conclusion though to me but if that’s the problem so be it….just want to make sure before going through reprogramming etc which apparently requires dealer software ugh All wires seem to be in great shape. Can’t find any water or heat damage on any of the looms All fuses and relays checked and are working except for a few I’m having trouble getting to pretty sure Engine and chassis are grounded New gas in tank. Starter apparently works as I have started it via jumper wire although as of today it will turn over when jumped but not fully start as it previously had I’m at a loss. Seems like it would be some kind of immobilizer issue but scanner says all is well with immobilizer module, key recognized and steering unlocks etc etc i know there’s a braided earth strap that I need to find and check but i haven’t been able to find it yet. If it’s not somehow that earth strap or maybe ignition switch I’m out of ideas 

im not an auto tech and have no background in it even from diy perspective, but I took this project on with meticulous attention to detail and reverent following of the service manuals.

im trying to learn about the wiring and tech of cars and what little I know I’ve learned from scannerdanner and others on YouTube though he’s by far my fav  

if anyone is willing to give me some advice or direction as to where to go from here I would be so grateful

After seeing a video where a guy said that if you can get it to start by jumper batt pos to blue wire on starter relay as I did that it must be TCM. Seems foolish to jump to that conclusion though to me but if that’s the problem so be it

According to the starter diagram, the Blue/Black wire of the starter relay comes from the Transmission Module.

What this module the TCM?


Here are some wiring diagrams that might help you trouble-shoot. Since the Starter relay gets power from the TCM, I would concentrate on the integrity of the Blue/Black wire and the Powers and Grounds of both the TCM and ECM. Also, check Fuse 25 of the passenger compartment Fuse Box , behind the right side of the dash.

Thanks so much for your response I will for sure check out diagrams. And yes it’s the TCU module. Powers and grounds all check out.
