79 Dodge D150 blower switch

The blower motor (fan) immediately come on at high as soon as I engage the HVAC system, both A/C & heat. The low-med-high fan switch does nothing to slow or stop it. Could it be a bad resistor under the dash? I already started a parts change, thinking it was the switch, but that corrected nothing.
