P2138 and P06A3 2011 Terrain

Hi group,
I am working on a 2011 Terrain 3.0L with several codes P2138, P06A3,P0697 and an Evap code P0449. The three codes P0697(5v ref 3 circuit) P06A3(sensor ref voltage 4 circuit) and P2138 (App sensor 1 & 2 not plausible) throws a Reduced Engine Power light warning . The scan tool shows App 1 and 2 show disagree after a couple seconds of pedal travel thus the warning. so after watching the voltage on both 5v ref and the app sensor 1 and 2 the voltage for the 5 v ref never exceeds the 4.9v mark. App sensors when graphed never glitched . 
Connector mentioned in the wiring diagram were checked for continuiity and voltage also water intrusion. The modules included in circuit are the PCM , the throttle body , the pedal with sensors and the harness .
1) When checking the App 1 circuit at the PCM the the 5 v would disappear .for a few seconds after key on cycle ( is this normal?)
2) With the key in on position , if pedal is press the Reduced power light come on (Pedal was replaced)
3)In Identifix , it advises to disconnect each module( Pedal then Throttle Body until Malfunction indication goes away)Should the graph in the tool App sensor and Throttle sweep function be trusted

I would focus on the 5v reference circuit codes.
P0697: 5 volts ref 3 refers to the circuits feeding APP2 and the MAP sensor.
P06a3: 5 volts ref 4 refers to the circuits feeding the throttle position sensors and APP1
Losing the 5v ref circuit will definitely set at least one of those codes and will likely also be the cause of P2138: APP 1&2 not plausible.
