I have a no spark problem on a 78 dodge truck with 5 pin icm.  I followed Scanner Danner process with a multimeter and test light.  I see aprox 5 volts on coil+ and 1.5 on coil-.  I see a dim test light on coil+ and no light on coil-.  When cranking I see bright on coil+ and flickering on coil-.  bad coil?  It's brand new externally resisted coil specified for the truck.  Poking around doing sanity checks I unplugged the icm and all the leads to the ballast.  With ignition on I measured voltage on the #1 pin of the icm wiring harness and on all leads on the wiring to the ballast.  I expected to see 12v.  I see 8v.  The battery reads 12v.  Is this a red herring?  Is threre some reason and mechanism for the low voltage?  I don't even know where to begin to find a cause for it.  Any advice will be appreciated.
