No ECM communication

2011 GMC Acadia. Runs ok. When I plug in any scan tool there is no communication with the ECM. There is communication with TCM, ABS, OBD2, etc. All other modules seem fine. I can see live data too. If I try to access bidirectional functions of the ECM I get a link error message. The ECM has been replaced and the old unit had the same issue.

Do other modules set codes for loss of communication with the ECM?

There are no other codes. It only seems to affect selecting ECM functions on the scan tool. 3 different scan tools were tried.
