The P0192,93 are causing the PCM to disable control to the HP Pump.
The P0606 might be the cause or effect of the PCM's disabling strategy. It is a CPU internal processor malfunction. But cover your bases and make sure the Fuel Pressure sensor circuitry is good and no shorts to ground are present.
The 3~ish volts you are seeing is more than likely a Bias voltage and it should be present on both wires the Tan and Yellow. This will show the solenoid is not Open.
Address the Fuel Pressure sensor first, it is a three wire design:
A. Tan = Sensor Ground
B. Green = Sensor Signal
C. Purple = 5 volt Supply
I'm unsure of the sensor design, whether it is pull-up or pull down.
With the Key ON, sensor unplugged;
1. What is the voltage level on the Green wire?
2. What is the voltage on the Purple wire?
3. Will a small test lamp (less than 1 amp) light when connected to battery positive and the Tan wire?
If 1. is 0 or 5V; 2 is 5v and 3. does light;
With the key on, sensor unplugged;
1. Jump the Purple to the green wire, the scan tool should report maximum pressure.
2. Jump the Green to the Tan wire, the scan tool should report minimum pressure.
Verify that the Low Pressure pump is operating correctly.
If the scan tool reports Max and Min values, replace the sensor.
