O2 sensor fixed signal low question

Hello to all
2018 chevrolet colorado 2.5 liter engine
b1s2 signal fixed los
sensor plugged in: 0v fixed
sensor unplugged: 1.2v (i think this is a bias voltage wich leads me to think the wiring all the way to the pcm is good, btw i unplugged the b1s1 and the bias voltage is the same 1.2v)
sensor plugged in and adding fuel .800mv (wich is rich so that's good to me)
Why can i see the sensor react when I add fuel but when I don't the signal is fixed low? Is it a bad sensor?
