2005 Mitsubishi Lancer ES 2.0 L P0300 random misfire code and audible misfire

I am hoping to get some help with this before I put a match in the tank of this car!!!  I have a friend who owns this car, I am trying to help her out.... The background is 3 different people have played with it, so i am find random things along the way, like someone put the fuel pump relay in the wrong spot.... The original issue was a water pump and timing belt, when they changed them they couldn't get the car to run. I diagnosed the issue down to the crank position sensor, someone broke it while changing the belt. The car has a misfire, it will almost stall out at an idle, when in gear it has ok power until 4,000 RPM and then it falls flat and has a misfire / no power, if you get it up to around 4800 RPM it will pick up and have power again. If you try to hold the pedal to the floor it has a hard time picking up speed, i have to let off to get it to shift then it will pickup until that 4,000 RPM point.

Below are the steps i have gone through so far:
1) Replaced crank position sensor due to it being broke
2) Replaced all the plugs as they were covered in oil
3) Replaced valve cover gasket due to oil leaking in plugs
3) Replaced coil packs due to ECU putting 5v to the trigger one of them all the time and melting it (got two for a good price), I can only assume one of the prior repair people did something to short the ECU (maybe breaking the CPS)
4) Replaced ECU with one from junkyard due to the transistor that fires the coil being melted (i have a picture if anyone wants to see) and putting 5v to one of the coils all the time, the new ECU has the wrong VIN, but my bidirectional Launch X431 doesn't have an option to change the VIN on this car., i am not sure if this effects anything on this old a model. I called the dealership and they basically said unless i bought a new ECU from them there was nothing they could do.
5) Checked compression in each cylinder 180-190 PSI in each one 
6) Switching coil packs doesn't change the issue, unplugged each plug wire/ coil pack and each made the car run worse and drew a notable spark
7) Unplugging injectors doesn't change the issue, checked fuel pressure at the tank and at the engine, 48 PSI, while running and revving the engine pressure stays consistent, the injectors each had ~12.2 ohms of resistance each, i pulled them and cleaned them using a pulsing injector cleaner and some carburetor cleaner.
8) Short term fuel trim stays around 24% for the most part (see screenshot from the launch), Long term has been staying -0.03%, O2 sensor bank 1 reads around 0 a lot of the time and bank 2 reads 0 a lot of the time also, i can raise the O2 sensor by spraying starting fluid into the intake while the car is running.
8) Cleaned MAF with the proper cleaner, sprayed carb cleaner it all around the intake and nothing made the car surge or raise the o2 readings (no air leak after the MAF I could find)
9) Spray starting fluid in the air filter and the o2 goes up to .9v and car runs smoother
10) I have an oscilloscope, but i am far from proficient at using it, i was able to see the cam and crank sensors are producing square waves (0-5v), but that's about all I can see.
11) I pulled the new plugs and they are definitely running lean.
12) Pulled the # 1 O2 sensor and sent a scope down the hole, the cat is clean, i also pulled the bottom and checked, it was clean and i could see a light shining through it. 
13) There is good flow through the exhaust, but you can feel the misfire if you put your hand on the exhaust while its running and revving it up. 

Sorry I know this is a lot of information but I am trying to step through the things that would lead to a random misfire. Any help or direction to look/check would be greatly appreciated... I am at a loss. I'm not sure what else to look and i don't want to just change parts....

Another thing I noticed and I don’t know what the effect is, one of the prior “mechanics” removed the screen that was in front of the MAF sensor, I found it in the trunk… I highlighted the screen I am talking about in yellow in this picture.
