Testing intake runner valve - 2009 dodge caliber

Hello everyone! I made some measurements today to check the intake manifold runner valve. I back probed the control wire at the computer and got .10mv
and 2.70v bias voltage when i unplug the valve/solenoid. 

i also backprobed tbe signal wire and it was changing as i rev the engine so i am not too concerned about that. 

do i have a short ? 
it seemed to me that it was fully grounded all the time. 


Update: 
i checked again today and i realized that it was a positive side switched valve. I managed to turn it on and off from the computer side. But i still couldnt get the computer to do it while revving the engine. I only have a cheap multimeter, is it possible that it is not fast enough to read when the computer switches on and off. 

i know for sure that either the valve or the manifold is bad since the closed position signal is not within spec and I’m leaning towards the valve that it’s the culprit because when i move the middle piece with a pair of pliars, the signal jumps from 2 to 4
