Hi Kevin777,
I moved this from the welcome section to the Repair Questions section where you'll get more help!

Do you have access to scan data?
I don't know about your 97 Subaru, but a lot of car will have a data PID describing the condition of the clutch/relay as on or off.
It's a quick test to verify inputs and PCM response.

I love Mitchell diagrams I just can never make put what they say unless there zoomed in . With that said you'll have to look for me where do the pressure sensors signal go do they go to the PCM or do they go inline with the compressor ? Have you checked your pressure? How many pins on the pressure switches? If there just 2 pin pressure switches they are easily bypass tested . Also could be a wiring issue as Cheryl suggested checking at PCM but I usually find it's a input problem

Hey Kevin! Did you have a chance to look at the coolant temp on the scan data? Just thinking about ECM inputs, and it'll shut the A/C off if it thinks the engine is overheating.

Also, have you looked at the brown/yellow wire from the evaporator thermoswitch? That looks like another ECM input, probably to make sure that the evaporator isn't icing over. That same switch in involved in providing power to the A/C clutch control side - do you have power there?

Good deal, thanks for getting back to us with the fix!
I'm glad the ECM was the answer!

That's where I was too. ;)
But he already bought the ECM, so I figured I'd save it for later just incase.
