crank no star 2004 toyota avalon LONG STORY

Hi guys this is robert zirbel i have a question for you guys more then a question really. I have a crank no start on a 2004 toyota avalon xls 3.0l.

This car had a trans put in it and a engine. To make this long story short i put the engine in my self and the trans as well. I then wwnt to put a belt on it this car has 2 belts. And when i put the belt on it it would crank but will not start. So i have a crank no start. I have looked at my fuses most of them do not light up. It seams like the engine fuse block is dead becouse most of the fuses dont light up. I have ing 1 and ing 2 fuse that dont light up no power ar the fuse. The car cant start of that fuse is dead. Anyway i have a big problem here and i have a feeling that i may need a knew fuse box at the engine room jb that is.

Did it run before you changed the belt? (I'm assuming accessory belt, not timing belt, correct?)
Did you have the ignition in the run position while checking the fuses in the under hood fuse box?

"Ground cannot be checked with a 10mm socket"
