Hello, I have a 1999 jeep Cherokee sport that has suddenly developed a crank no start. Upon testing the fuses. Fuses 23 and 21 in the engine bay fuse panel have no power, no blown fuse. No power with or without ignition power. All other fuses have power. Diagram says this is the Ecm, injectors, coil ect. My question is how do I diagnose/fix the no power to these two fuses?

You need a wiring diagram, and then you'll have to trace it back. Do you have access to those? One possible scenario is that a relay feeds those fuses, and the relay is bad or is missing control.

Does the ECM power up the ASD relay? If so, where does the ECM get its power from? What electric path leads to the ecm.

A wiring diagram would answer that. The ECM probably has several powers and grounds.

Got the wiring diagram. Those fuses are powered by relay from the Ecm to the asd relay. Going to probe the Ecm powers today but I am almost full convinced the problem is the Ecm. Ref voltages are all 3 volts with sensors unplugged and the Ecm is not energizing the asd when keyed to run/start.
