Is this a dual battery system? I show a fusible link from the left hand side auxiliary battery if it has one but not one from the main battery to the UH fuse block.
What side of the UH fuse block is not powered up? Which fuses in this box are dead? Looking at the wiring diagram, the problem is probably going to be inside the fuse block itself and not from a power source coming from outside the block.

Single battery system, the fuse block is dead to ign1 ecm1 and egm1 all else is hot.

The power to those three fuses are coming from your ignition switch off of connector C5 in the run or start position. The ignition switch gets its power to that side of the ignition switch from ignition A fuse 6, a 40 amp fuse in the underhood fuse center. The wire from the fuse to the switch is red.
The wire from the ignition switch to those three fuses is pink and is coming off of a splice(s207) that is located in the I/P harness, 12 cm from steering column harness breakout.
You need to access your ignition switch connector and back probe the pink wire coming out of it to see if it's got power in the run or start position. If not, check the ignition A switch 6 to see if it's blown and if it's not, check the red wire going into the ignition switch to see if the power is making it that far.
