CEL prevents (fuel) closed loop status

Hello All,

Purchased an 2010 Suburban 5.3l problem child.

Long story short this truck had an AFM/DOD delete done previously..bought as is, it has never idled correctly after doing the delete.
After getting home,it does have one cylinder with zero compression. The previous owner said the Burb run perfect before two lifters collapsed and at this point he purchased a complete non - dod cam kit from AMS Racing. The owner seemed very attention to detail, but his first time doing a dod delete.

Question is,,with the one dead hole and blinking CEL,i noticed the truck never does go into (fuel) closed loop mode. Is this normal for a blinking CEL?
Am very green at modern day mechanics,it goes without saying.
I know it has to be torn down,,but curious about the never going into closed loop status on scanner.

The misfire is most likely the reason it is not entering closed loop fuel control.
