If the front turn signal does work you can connect the control side of a standart 4 pin relay to the yellow-vt wire coming out of tthe bcm connectorC2280F, terminal #7. Connect the load side of this relay - properly wired/fused - to the turn signal lamp, connectgor C4115, termimal 3 and/orC4114 or other splices connectors the diagram shows....
Will the turn signal light come om when you feed power into the circuit at C2280D, pin 15 for example?

I know power gets to the right rear tail light assembly when I feed power to it but I'm not sure about the blinkers because I haven't tried it yet does my blinker switch need to be activated. The wire for the right rear brake and tail light assembly is violet and orange however there are multiple Violet and orange wires in the BCM how do I identify which one? I guess I could use my power probe making sure not to apply extra voltage to an already supplied wire.

The wiring diagrams show the relevant connectors and the terminal designations within the respective connecters.
Feeding external power into the turn signal wire doesn't require the stalk to be switched on. The lamp is permanently grounded and should come on when power is supplied.
Have a close look wether there is power coming out of the BCM to the RR turn lamp. If power comes out, again, check wether it gets to the lamp assembly at the corresponding terminal.
You may have a simple open if voltages comes out of the BCM/external power is applied and the turn signal doesn't light.
If no power comes out of the BCM but the lamp lights when externally powered you would look at a module issues.
