1981 Dodge truck no spark.

No spark while cranking on 1981 Dodge truck 360 V8 with 4 pin Chrysler electronic ignition. Good voltage to coil and back to module. Good voltage to module in crank and run positions. Can get spark by grounding white pick up coil lead. Can also get spark by spinning distributor by hand faster than it turns with the starter. Good battery and engine spins over normally. Tried 2 distributors. (One is new) Air gap is good on both and both will produce millivolts when starter is cranking. But it will not light up my inline spark tester on the coil wire until I plug in a distributor and spin it rapidly by hand. Tried known good coils and modules and ran a ground wire from module directly to battery -. Ballast bypass is working in start position. Just seems like the the pick up coil isn't sending a strong enough signal to trigger module when turning with the starter. Pick up ohms the same at the distributor and at the module. Any ideas?
