To help you with that, we'd need to know which sensor you were testing. Was the sensor plugged in or unplugged? What were the wire colors?

i have tested most of the sensors and the one that stands ouut is the heater/water in fuel sensor it has 11 volts on both sides i dont think this is part of the5 volt referance the wiers are gray/red and red lt green the gray goes to the pcm the other goes to waste gate selenoid then to the ignition and pcm relay this should have 12 volts on the gray wire and 0 on the red greeen wire is that correct or not sensor unpluged

You should double-check the description of the code you posted, I get i.a.t., that code and many others could pop up with excessive cranking,(low volts)

That code came up after the no start? If so, it's a low voltage problem. Does this truck crank over right now with the same sound as always? A failing battery or compromised battery cable will cause a bunch of issues. Is this a personal truck? She's getting up there in years, I have a 97' 7.3, love it, so, with that said... There is a die-hard community of these vintage trucks out there, powerstroke.org is one. Not saying that there is anything wrong here on this site, but those guys eat, sleep and live for the 7.3, lol

I grabbed the wiring diagram for the fuel heater/WIF sensor for reference:

According to this, you should get 12V on both wires at the heater/WIF connector with the key on. The red/light green wire is powered by the PCM relay, and the grey/red is a switch input from WIF. The WIF sensor is a pull down design, so 12V with the heater unplugged (or no water in the fuel) would be normal.
