I have no communication with my scanner and all the high-speed CAN bus. I disconnected the bcm connector for the high-speed bus and connector x260 but the wires have 3v to ground even though they are disconnected at both ends, is there supposed to be voltage there? the oscilloscope shows the high-speed bus lines but from my understanding, they are supposed to mirror each other.

If you've got one channel on CAN high and the other on low, then I'd suspect the two are shorted together somewhere.
Where were you connected when you took these captures?
Have you checked network termination resistance? If it's significantly less than 60 ohms, then there's definitely a short somewhere.

I had the oscilloscope on the DLC and both canbus lines look nearly identical not mirrored, it seemed like there is a short to power on both lines and the resistance is 63 ohms

it turned out that the ABS module had some lint jammed up on the connector, now all the communications are perfect. The lint was not enough to throw off the resistance measurements but it was enough to mess up the communications .
