When is the power consumption of a key fob highest?

For key fobs with an LED I think that it is highest when the remote button is being pressed because both the LED & transponder/RFID circuit are turned on.

If the key fob is out of talking distance from the cars transceiver then no power is consumed in the key fob.

If the key fob is out of talking distance & the battery drains fast then I guess someone is always pressing the buttons, the battery was poor quality OR there's a short?

Also I really want to know when power consumption is highest...Thanks
