EDIT - resolved in post below - the car was stuck in diagnostic mode from the OBD1 jumpers being connected - once unplugged car completed tests!
Hello,
Have a 97 SC300 (2JZ-GE) that won't complete the EGR and catalyst OBD monitors. Smog due in 1 day. Been fighting this for 2 weeks since first smog. The actual CA emissions pass fine
I have replaced the downstream O2 sensor with OEM Denso.
Spark plugs / wires/ coil was done about a year ago less than 10K miles. Car isn't driven a lot throughout the year.
There was an exhaust leak near the downstream O2 but it has been fixed.
Here are 2 images from OBD link showing voltages of the upstream and downstream sensors. As mentioned downstream sensor is new, upstream were replaced 5 years ago and new ones are on the way.
In the first image you can see steady driving, then off the gas for open loop. Note the green (bank 1 sensor 1 (front)) is not as active as bank 2.
does the downstream look like a failed cat? It is following the other sensors a but, but within 0.2 to 0.8v.

- I've done the official Toyota/Lexus TSB drive patterns multiple times.
- Actual emission numbers are fine / pass.
- There are no CEL codes active or pending.
- STFT is +/- 3%

Problem solved - the TE1 / E1 diagnostic pins were jumped from a previous repair - once unplugged and the car ran per Toyota procedure the monitors completed!
