The short answer is yes, the long answer is it depends....

It would depend on MMY of the specific car, the software version of your unit and the licenses/personality keys you got.

my software is 14.4, I have all the keys,over 50 of them blue & green. my car is a 2002 pt cruiser, replaced the engine compartment wiring harness and installed a plug & play PCM, my fuel gauge acts like it's shorted to ground,goes all way up then comes down below empty ans stays,I disconnected the sending unit wire to gauge under dash,does same. seems like the cluster has to be programmed or ??.. any ideas? however,the harness and PCM solved my intermittent stalling problems and the field to my alternator,cluster is a new problem

That should be sufficient to communicate with the BCM on that car.
The last PT Cruiser I saw with a fuel gauge issue had a voltage drop on the power feed to the sending unit.
In the right rear of the car by the control arm there is a connector that's easy(-er than dropping the tank) to get at for voltage testing.

"Ground cannot be checked with a 10mm socket"

On this car/vintage I'd really be surprised to see any need to 'programm' the fuel gauge..... Does any bidirectional control work with the cluster?

I suppose you checked the power and grounds at the cluster and also already checked for a short to ground on this wire that runs from the cluster to the sending unit at the pump. Now, when you cut this wire close to the cluster: is there any voltage on the side coming out of the cluster? If not you may want to look closely at the soldering joints on the cluster board and rework them.

I did cut that wire and ground it,it made no difference.. I will check voltage there, I know I had no problem with the gauge until the PCM & harness
