1993 ford mustang foxbody 5.0L v8 dealing with a no start

hey guys i am working on a 1993 ford mustang foxbody 5.0L v8 dealing with a no start.

spark is good but no injection control to all injectors(confirmed with noid light test and i scoped the control wire & no signal)

we sprayed a lot of starter fluid and it almost started but then nothing. after that i confirmed 45 psi on fuel pressure which is good

i scoped the pip sensor for cranking becuase it doesnt start

is the pip or TFI module cause a spark but no injector pulse problem?

i also check the power and grounds at the ecm and they seem good

all the injectors have a good constant 12v on the red wire and 12 volts constant on the signal wire. indicating a bad ground or trigger sensor problem

any ideas would be awsome thanks
