A Refrence voltage is really a tightly controlled 5v power supply voltage. Effective a 5v refrence circuit is a power supply tbus that can be shared across several sensors.
A bias voltage circuit passes through a very high ressistance to check circuit continuity and ressistance. As the circuit is very high resistance a bias voltage cannot supply power.
It works in a similar way to measuring ressistance with multimeter the current involved is so tiny it is insignificant
