As a heavy-duty diesel mechanic based in Oregon, I work on a variety of vehicles, including F-150s, tractor-trailers, RVs, pumper trailers, wood chippers, and whatever else the owner brings in.

I've been trying to get a Phil's Piercing Probe, but it's always out of stock on ASC Wave. Who makes the best piercing electrical probe that are available to purchase

The best ones I have used as far as: 1) always hitting the wire,
2) not breaking after 5 uses,
3) ease of application are the Power Probe yellow and green piercing probes. The only draw back is they use a male banana plug so you need an adapter or female lead to connect them to most meter leads.
The long AES wave ones suck. The thumb screw is reverse thread, the needle always misses the conductor in the wire and they break easily.

The best ones are, unfortunately, the Phil's probes. I grabbed three of the short ones the last time they were available.
If not the Phil's, then I'd vote for the Pomona probes:

They're compact, consistent-ish about actually piercing the wire, durable and not so expensive that you cry if you lose one.

I've been trying to get some Phil's probes but like ya say they're always out of stock. I like using the bed of nails alligator clamps when I can but if there's no room then I use the yellow and green power probe ones. Yes you have to get special leads for them so you can use them with most meters and scopes. Power probe sells a lead set and the leads are like 6ft long which is nice. I've been eyeing up those little yellow ones, I see JDTCO has their own at a pretty good price.

I saw that! Not sure if that's an in-house knock off or what.
I've only used the genuine Pomona ones before, so I honestly know how well those'll work. If you get some, let us know how they hold up.
