In this video about a Ford F150, Scanner Danner shows a bias voltage on an oxygen sensor circuit dimly illuminating and incandescent test light. So, yes, sometimes 5v will light a test light.

This depends on the resistance of the test-light. Not all test-lights have the same resistance.
